Governance as processIt is important to look at governance also as a process since governance is not onlyabout the institutional structures, but the interaction between them (Berger 2003).This process <strong>of</strong> policy making leads us in the direction <strong>of</strong> power, where “Policymaking is inherently conflictual, involving an uneven distribution <strong>of</strong> power andinfluence between different institutions and societal actors” (Berger 2003, p.222).The state has a sovereign power within a society, and according to Vedeld (2002), theright and duty to steer resource use according to the interests <strong>of</strong> its citizens. Hernes(1978) defines power as “the ability <strong>of</strong> an actor to realize his interests in the face <strong>of</strong>other actors”. Nevertheless, in a democratic society it is usually also how this poweris practiced which is <strong>of</strong> importance (Vedeld 2002). How a state chooses to treat itscitizens is then reflected in the overall governance performance.28
