Key design issues for the issues for the National REDD strategy in September2010 Brief on key design issues for the issues for the national REDD strategy inSeptember 2010 One-step guide to make the strategy more pro-poor Development <strong>of</strong> a joint civil society response to a draft <strong>of</strong> Tanzania‟s REDDPreparation Proposal (RPP) Participated in COP 15 and COP 16Source: (TFCG 2010; TFCG 2011)As this progress report show, activities have been carried out on all four objectives.For the purpose <strong>of</strong> our study we are particularly interested in the activities done in ourstudy area and in our three villages, therefore, based on the available information wehave and although aware that these might be a bit outdated, we will now present theprocess so far within the Kilosa pilot villages.8.2.2 PFM and REDD in Kilosa DistrictAs previously mentioned, the Village Land Act 1999, The Local Government Act1982 and the Forest Act 2002 together provide the legal framework for villages toidentify and declare land within village boundaries. The Forest Act further providesincentives to rural communities to progressively reserve large areas <strong>of</strong> unprotectedwoodlands on general land. Such delegated management <strong>of</strong> forest resources on villageland is referred to as CBFM, but will here be referred to by the general term PFMwhich is now in operation in over 1440 villages in Tanzania (Ibid). In line with thecurrent forest policy, the government has been urged to consider PFM as part <strong>of</strong>REDD, i.e. both on village land through CBFM and on state land through JFM.From the start, TFCG has expressed their interest in integrating its experience fromPFM with further opportunities under the carbon trade. Hence, the pilot proposal andproject were guided by the principle that where possible they would link up to andsupport existing initiatives. In this regard TFCG could utilise their already establishedexperience with PFM in coastal and mountain areas.225
