money in a competent way. For instance, according to the expected budget for the tw<strong>of</strong>irst years <strong>of</strong> the Norwegian – Tanzania partnership on REDD+, the NorwegianEmbassy only spent half <strong>of</strong> what was expected and much <strong>of</strong> it due to this insecurity(Local resource person 2010). The same applied for funding for activities throughUN-REDD where they have chosen to keep all funds in the UN system and onlydisbursed for activities through consultants, rather than the ministry itself (Localresource person 2010). There is an apparent trade-<strong>of</strong>f between efficiency and securinggood governance, where a long line <strong>of</strong> procedures and quality checks need to be inplace before funding is received. Such a system <strong>of</strong> safeguards is necessary to ensure awell functioning REDD. However, where currently UN-REDD and the NorwegianEmbassy can ensure such safeguards with their funding, the Tanzanian institutionswill shortly take on this responsibility. In addition, the risk <strong>of</strong> bad governance andmisuse is even greater when big scale carbon payments start coming in and is to bedevolved and distributed at the local level. Some estimates place REDD payments toamount as much as USD 300 million annually which is the equivalent <strong>of</strong> more than35% <strong>of</strong> the current General Budget Support, and after its establishment, handling thefinancial flows will then be the National REDD Trust Fund (B<strong>of</strong>in, du Preez et al.2011).Given that the fund will be placed outside the national administration and operate asan independent institution, it might be less prone for corruption. But on the otherhand, great sums <strong>of</strong> money <strong>of</strong>ten attract people with various agendas (Local resourceperson 2010), and therefore, establishing high quality standards for financialmanagement and appropriate safeguard programmes is vital.The same issue applies for the second new institution which is planned to beestablished as a result <strong>of</strong> REDD, namely the National Carbon Monitoring Centre.Also an independent institution, it will be in charge <strong>of</strong> the MRV <strong>of</strong> carbon. As thepayments Tanzania gets from REDD will be a direct result <strong>of</strong> the MRV work <strong>of</strong> theNCMC, it is <strong>of</strong> utmost important that accurate assessments which are acceptableinternationally will be produced by them, something which is less likely to happen ifthe institution itself is not seen an being accountable or believed to be susceptible forcorruption.These two institutions, even though instrumental for REDD in Tanzania, only makesup a small part <strong>of</strong> the stakeholders which will be involved in REDD, and all involved166
