To ensure a secure land tenure system, encouraging optimal use <strong>of</strong> resources.A need for harmonization or reforms <strong>of</strong> policies in order to accommodate thechanges in natural forest resource use.Need for up-to-date, accurate and reliable data on forests.A clear and coordinated institutional framework at all levels to ensure equalcost/benefit sharing e.g. PFM vs. WMAs.Increased risk <strong>of</strong> land grabbing due to increase in the value <strong>of</strong> land.Disruption <strong>of</strong> existing gender relations with the introduction <strong>of</strong> a new “cash crop”.The need <strong>of</strong> addressing drivers <strong>of</strong> deforestation and forest degradation.These challenges have since been a matter <strong>of</strong> attention by the pilot projects, a UN-REDD project, in-depth studies, NGOs and private sector projects, and have formedthe basis <strong>of</strong> the REDD strategic options (Ibid).As seen in Table 6.3 several other consultations have been done in addition to thezonal consultations. However, in December 2010, the first draft <strong>of</strong> the NationalREDD Strategy was released, and by the start <strong>of</strong> 2011, the secretariat to the NationalREDD Task Force invited public comments and feedbacks on the National REDDstrategy. In fact, the strategy document states that “this draft Strategy has beenproduced for stakeholders Consultation and engagement for its consolidation” (UnitedRepublic <strong>of</strong> Tanzania 2010, p.6). In this sense, the first draft is just the start <strong>of</strong> a newround <strong>of</strong> consultations until its completion at the end <strong>of</strong> 2012.By this, Tanzania has undergone an extensive consultation process up until now, aprocess that is quite unique seen in the context <strong>of</strong> environmental policy formation. Ithas involved national, regional, district and local level stakeholder groups throughoutthe process, and can thus be understood as a comprehensive way forward forTanzania‟s REDD strategy.In the consultation phase, we have seen that there have been two major consultationsduring the strategy formation process. The first was the process <strong>of</strong> developing aNational Framework, which started in January 2009 during a four-day NationalWorkshop at Kibaha Conference Centre.
