(remote) communities and help create legitimacy and capacity on REDD amongdistrict and local governments.To sum up there is a great challenge in being able to coordinate all these activities athand, and being able to disseminate information and experiences to all relevantparticipants. Until 2013 when the coordinating responsibility falls on NCCSC, as aresult <strong>of</strong> the multitude <strong>of</strong> stakeholders and activities, a lot <strong>of</strong> important informationand knowledge will be created through research and the pilots which are supposed toinfluence the future structure and implementation <strong>of</strong> REDD+. If this information,whether positive findings or negative effects, does not reach the relevant actors, it willgreatly affect the further REDD+ implementation as ineffective practices might stillbe used. As an example, experiences gained on issues related to an effective carbonpayment system from the local level to the national (and international) level needs tobe gathered to be able to create an overall system and then disseminated again tothose taking part in the implementation and running <strong>of</strong> REDD. In addition, if nooverall communication and information sharing mechanism is in place, one cannotknow in which areas activities or knowledge is lacking, which in turn will affect thepost-2012 implementation, as knowledge gaps might result in the failure <strong>of</strong> certainactivities.Having outlined the importance <strong>of</strong> taking into consideration the various actorsinvolved in a resource regime such as REDD, whether political actors at aninternational or national level or economic actors on a local level such as forestdependent communities, and having established the importance <strong>of</strong> creating anenabling environment where all stakeholders can interact and have their interests andpreferences taken into consideration, we now move onto another important aspect <strong>of</strong>our resource regime framework. This next part is concerned with the institutionsgoverning the policy process and the policies itself and the ways in which whenanalysed in terms <strong>of</strong> REDD can bring about various challenges.160
