The new strategy emphasises, hence, the creation<strong>of</strong> effective communication and information sharing mechanisms that will allow thestakeholders to exchange lessons learnt and experiences gained (United Republic <strong>of</strong>Tanzania 2010). Playing a big part in establishing and operationalizing this system isthe RICS and NEECS, although that will not be made operational until in 2013,wherein it then will be placed under the responsibility <strong>of</strong> NCCSC (Ibid.). As alreadystated, TF is supposed to oversee everything and make sure that all relevantinformation is spread and shared by all relevant stakeholders. So far thecommunication efforts have been done by different actors. For instance, as putforward in the NICFI evaluation, the regional consultations for the strategy has been“somewhat successful in opening a communication channel between the centralgovernment, regions, (some) districts and civil society/NGOs (Norad 2011, p.47.), butthat a platform where for instance the pilot projects can exchange experiences andlessons learned is lacking. Such a platform, should also be available to cover abroader set <strong>of</strong> civil societies and local stakeholders as many relevant stakeholder aresmall, not organized or included in already established information sharing forums,some also are important forest resource users, but on the basis <strong>of</strong> informal use rightsand thus might not be recognized as relevant or legal stakeholders from a higherpolitical level.An organisation/institution which has taken on some responsibility <strong>of</strong> informationsharing is the Tanzanian Natural Resources Forum (TNRF), as they have set upevents where different stakeholders have gathered and shared information betweenresearch, the pilot projects, taskforce and other stakeholders (Local resource person2010). TNRF has also participated together with for instance TFCG where they haveproduced a radio program on REDD, a film on REDD and a cartoon-style brochure(TNRF 2010), and TFCG and other pilot project implementers have also worked withMJUMITA in creating awareness on REDD in their areas <strong>of</strong> operation (Norad 2011).District <strong>of</strong>ficers, particularly forest <strong>of</strong>ficers, can and should also play a big part ininformation sharing on REDD as they already include in their tasks the issue <strong>of</strong>awareness rising to communities within their district. The incorporation andcommunication with district authorities will also help the spread <strong>of</strong> information to159
