Challenges of implementing and running the pilot projectThere is no doubt that the challenges are many when implementing a pilot projectsuch as REDD. First and foremost, the nature of a pilot project itself means there islittle experience and knowledge to draw from and which can be used to ensure thesuccess of the project. In addition, what we have showed is that PFM in itself is notwithout its own set of challenges. Given the early stage of the project we have tostress the fact that this is a real-time evaluation and we can only make an assessmentbased on what has been done so far and on the information which has been availableto us. As such there might have been changes made to the project or to TFCG andMJUMITA´s approach that we are unaware of.However, based on the information that has been available to us, and largely based onour findings from the field, there are in particular some challenges which we feelmight undermine the success of the project. These are both general in nature, such asensuring proper participation and good governance, and particularly linked to REDD,such as the ability to carry out MRV, deal with leakage and cover opportunity costs.We will now go through each of these challenges before we come with ourconcluding remarks.251
