REDD+ and provides them with performance – based payments for emissionreductions. Thirty-seven REDD countries have been selected in the partnership,where thirteen <strong>of</strong> these, including Tanzania, have so far submitted ReadinessPreparation Proposals (RPP) 35 . The World Bank is in control <strong>of</strong> these proposals sinceit is viewed that they will eventually enter into readiness grant arrangements <strong>of</strong> up to$3,6 million to assist in readiness efforts (FCPF 2011).In its first two and a half years <strong>of</strong> operation, the FCPF have developed a frameworkand focused on the process for REDD+ readiness. It is however expected that aCarbon fund will become operational in the course <strong>of</strong> 2011 as a public-privatepartnership that will provide payments for verified emission reductions from REDD+in countries that have achieved, or made considerable progress towards REDD+readiness. Since Tanzania has access to other funding through Norway‟s internationalclimate and forest initiative, they will only stay as members and will therefore berelieved <strong>of</strong> any financial obligations (Ibid). What Tanzania want is to benefit frombeing a partner in the FCPF process, learning lessons from other partners and beingable to structure its REDD readiness efforts using the FCPF checklists and templatechecklists (Norad 2011).The FCPF works closely with other initiatives, in particular the UN-REDDprogramme, and it is not unusual that they join forces in arranging workshops etc.However, it is not entirely clear where the lines between UN-REDD and FCPF goesas both programmes support countries in preparing and getting countries ready forREDD.1.3.3.3. Valuing the Arc programmeValuing the Arc (VtA) programme is focusing on the Eastern Arc Mountains, a globalbiodiversity hotspot in Tanzania. It is implemented by WWF Tanzania ProgrammeOffice in collaboration with other partners and has duration <strong>of</strong> five years (2007-2011).It is an interdisciplinary programme with two broad parts; a theoretical review whichaims at developing and publishing a broad conceptual model for ecosystem services35 The objective <strong>of</strong> a RPP is to provide a framework for taking stock <strong>of</strong> the national situation from thepoint <strong>of</strong> view <strong>of</strong> deforestation and forest degradation, and addressing this situation by analytical workto be undertaken in a range <strong>of</strong> areas and funded from a variety <strong>of</strong> sources.141
