The participants were selected from a pool <strong>of</strong> regional and district levelstakeholders associated with natural resource management. It included RegionalNatural Resource Advisors, District Natural Resource Officers and District ForestOfficers. Other participants came from relevant government institutions and NGOs,such as representatives from Jane Goodall Institute, TANAPA, CARE etc. as well asother natural resource conservation programmes in the relevant regions (UnitedRepublic <strong>of</strong> Tanzania 2009).While the stakeholder meetings aimed at raising awareness about REDD and todevelop a consultation and outreach plan, the workshops also aimed at identifyingissues to be addressed in the process <strong>of</strong> developing and implementing a REDDstrategy (United Republic <strong>of</strong> Tanzania 2010). Major issues raised during theconsultative meetings were: Heavy community dependence on natural forest resources.131
