A VEO appointed by the DED will serveas a non-voting secretary (Venugopal and Yilmaz 2010).The reporting structure is as follows:Figure 9: Local Government Authorities, TanzaniaSource: Adopted from: (Brockington 2008)The areas <strong>of</strong> responsibility <strong>of</strong> the Village Council ranges from implementingprogrammes and coordinating activities set by the ward and district; to planning theirown activities for the village; providing assistance and advice to its villagers withinareas such as agriculture, forestry and horticulture; and informing them <strong>of</strong>- andencourage them to participate in various village activities. It is also responsible forresolving conflicts within the village, such as conflicts or disputes over land borders.If these are not resolved then the ward, and if necessary the district council will beinvolved. The village council also consists <strong>of</strong> four standing committees: one forfinance, administration, planning and economy; one for works, and economic affairs;one for defence and security; and one committee for HIV/AIDS (Prime Ministers29 For example, if a village consists <strong>of</strong> 5 sub-villages, the village council will include 5 sub-villagechairmen. In addition it will elect 7 women council members, and 12 council members (men orwomen), and one chairman. Together the village council will then consist <strong>of</strong> 25 members.102
