FORMULATION OF PRELIMINARY PLANSA number of possible solutions exist which could aid in theavailability of power and energy in the future for the study area.Outlined below are the various alternatives considered, with a briefstatement about each.No Growth:"No growtn" is an alternative future scenario, not a "plan" per se.It appears here to indicate one possible outcome in the absence ofadd it i ona 1 power deve 1 opment. Tne opt i on of a no growth economy in tneValdez-Glennallen area is no longer a realistic prospect. The pastconstruction of the Trans-AlasKa Oil Pipeline and tanKer terminal, theongoing construction of the Solomon Gulch hydroelectric project andtransmission line to Glennallen, oil exploration in the Copper RiverBasin, ongoing expansion of the port facilities at Valdez, and theproposed Alaska Petrochemical Company plant speaK for themselves as tothe validity of a no growth option.Conservation:Conservation is beginning to play an important role in future energyneeds for the study area. New commercial and residential structures areincorporating better insulation and energy saving systems into theirconstruction. The Alaska Power Administration has taKen into accountconservation measures and increasingly efficient use of energy in itsload projections. However, conservation of electricity beyond thatanticipated by APA would require massive efforts. Until a standardizedapproach is taken to either strongly encourage or require energyconservation, an accurate assessment of its impact will be difficult toascertain. A more detailed discussion of conservation appears as thenonstructural alternative in the following section.Coa 1:Although coal is the most abundant fossil fuel in the nation, no knownsizable coal resources are in the Valdez area. The Matanuska coal fieldon the Glenn Highway is the closest known site. It was in operation anumber of years ago for a relatively short period. In general the coalbeas were too tnin and impure to be economically mined. Additionalfields include the Healy field on the Parks Highway which is currently inoperation and the Beluga field northwest of CooK Inlet which is notdeveloped. The primary obstacle to be overcome is the cost oftransportation to tne Valdez-Glennallen area. In addition to this, theproblems with meeting air quality standards, and the associatedenvironmental impacts of strip mining dO not make this an attractivealternative for the study area.22
