These include the construction of thecity dock, transmission line to Glennallen, improvements on theRichardson Highway, and the construction of the Alaska PetrochemicalCompany (ALPETCO) refining facility. Concurrent construction activitiesin the Valdez area could cause a "boom - bust" type situation causingextreme economic impacts to Valdez. Tnis impact could be reduced withproper preparedness by the city of Valdez.G. PUBLIC INVOLVEMENT1. PUblic Involvement ProgramFormal public hearings were conducted at Valdez on 26 April 1977, 24July 1978, and 18 November 1980 to obtain public opinion describing theneed for power generation, and alternative preference. Local response isstrongly in support of the selected plan. Required CoordinationThe final EIS was filed with tne Environmental Protection Agencyconcurrently with circulation to all parties on the project mailinglist. EPA will publish a notice of availability in the Federal Registerwhich will begin the 30-day review period. All comments received fromthe draft EIS are addressed in Appenaix J. The Feasibility Report andFEIS will be submitted to Congress and an exemption under Section 404(r)of the Clean Water Act will be obtainea.3. COASTAL ZONE MANAGEMENTThe proposed project has been reviewed to assure that it will beundertaken in a manner consistent with the Alaska Coastal ManagementProgram to the maximum extent practicable.
