FIGURE 24: CAPE COD FERRY SERVICE2.5.6.1 Massachusetts Steamship AuthorityThe largest provider of ferry service between <strong>Cape</strong> <strong>Cod</strong> and the Islands is the WoodsHole, Martha’s Vineyard, and Nantucket Steamship Authority (Steamship Authority). Itis also the only ferry service that carries both passengers and vehicles. TheMassachusetts legislature created the Steamship Authority as the “Lifeline to theIslands,” empowering it to acquire, maintain and operate ferry service from Hyannis andWoods Hole to the Islands. The enabling legislation also gives the Steamship Authoritythe power to license and regulate vessels carrying freight or more than forty passengers,except for those “grandfathered” services operating prior to May 1973. With an annualoperating budget of about $65 million, the Steamship Authority has operated withinbudget since 1963. A five-member board governs the Steamship Authority, consisting ofrepresentatives of Nantucket County, Dukes County, Falmouth, Barnstable, and NewBedford.
