Assumes installation of signalized intersection with mast arms, signal heads, pedestriansignals, pavement markings, and appropriate pedestrian upgrades such as curb cuts andADA curb ramps.Recommendations for Implementation – A gap analysis should be undertaken toidentify and prioritize sidewalks and crossings needed to develop a complete networkwhich integrates the existing pedestrian infrastructure (such as the CCRT) with thesurrounding pedestrian trip generators including both residential and commercialorigins and destinations. Safety countermeasures should be considered for locationswhere potential exists for vehicle/pedestrian collisions, primarily at the intersection withthe CCRT and along Route 6 where pedestrian travel may present multiple conflictpoints with vehicle ingress and egress. Access management should be considered atthese locations, and improvements along Route 6 should also seek to improve access totransit stops.Project 5.2.6: Western Extension of CCRT through Independence ParkProject Description – Located along Route 6 in Barnstable, Independence Park, acommercial and industrial business center, lies just to the north of the HyannisTransportation Center and the Barnstable Municipal Airport. Providing a connection tothe CCRT would facilitate greater utilization of the trail for bicycle commuting trips, especially if coordinated with access to the Hyannis Transportation Center. Multimodalcommute options would be greatly expanded as a result.Preliminary Design Concepts – The extension should utilize current designguidelines for shared-use paths and rail-trails with a minimum 10’ paved trail width. Awider paved surface should be considered along segments that are envisioned to havehigher volumes of users. Current practices also consider separation of bicycle andpedestrian modes by providing a wider trail surface and designation of walking andbicycling lanes to make for a safer and more enjoyable environment along segmentswhere there is considerable mixing of bike and pedestrian traffic. The proposed westernextension of the CCRT linking the existing terminus in South Dennis to the HyannisTransportation Center would likely utilize an alignment to the east of the regional airportthat is proximate to Independence Park. A short spur, likely passing to the north of theairport would be needed to provide a connection between the business park and theextension of the CCRT. The actual alignment needs to be determined.Cost Estimate – Shared-use path, unit costs per mile along varying alignments:• Adjacent to roadway with utility relocation – $765,600.00• Along new alignment – $871,200.00• Existing corridor (minor grading/clearing) – $792,000.00Recommendations for Implementation – This connection needs to be coordinatedwith planning or construction related to the western extension of the Cape Cod RailTrail, most notably the extension to the Hyannis Transportation Center (Project 5.2.7)Cape Cod Regional Transportation Plan | August 2011Chapter 5: Bike & PedestrianPage 405
