SafetyThe concern over safety is made clear in the first goal of the <strong>Regional</strong> <strong>Transportation</strong><strong>Plan</strong>:“Create a transportation system that provides safe travel options for people andfreight, and protects users from natural and external threats.”<strong>Transportation</strong> users have a right to a transportation system where their person andpossessions will arrive at their destinations unharmed and undamaged. Moreover,protecting the value of freight traveling over the transportation network is essential tothe economy of <strong>Cape</strong> <strong>Cod</strong>. Therefore, it is important that transportation infrastructurebe designed to minimize the possibility of hazardous situations or accidents. Existingtraffic laws must also be enforced to prevent the improper use of the transportationsystem. For all of these reasons, the <strong>Regional</strong> <strong>Transportation</strong> <strong>Plan</strong> sets the goal ofproviding safety for people and goods.This chapter includes sections describing the seasonal and year-round issues affectingtraffic safety including a description of the <strong>Cape</strong> demographics and some informationabout how they will change over time. Summaries of important safety studies arepresented as well.3.1 SAFETY PROBLEM AREASDuring the public process for this plan a comment form was distributed. Included in thequestionnaire was a question asking each respondent to look at the <strong>Cape</strong> as a whole andidentify the worst regional safety locations. Collectively, the greatest number ofresponses listed specific or generic locations along Route 6. This was followed up byresponses listing Route 28.One of the questions asked was tied to the town that each respondent either resided in orspent the most time in while visiting <strong>Cape</strong> <strong>Cod</strong>. The question asked “…list the top threeareas that have the worst LOCAL SAFETY problems.” The responses were reviewed andthe following table presents a list of the top two locations in each town indicated as safetyproblems:<strong>Cape</strong> <strong>Cod</strong> <strong>Regional</strong> <strong>Transportation</strong> <strong>Plan</strong> | August 2011Chapter 3: SafetyPage 271
