Thecentral finding of the study is that while such a satellite facility would indeed reducedeadheading time for transit vehicles serving the Outer <strong>Cape</strong>, and potentially yield othermaintenance efficiencies, these savings would be greatly outweighed by the substantialupfront capital costs need for construction of the facility.
