7.3 EVALUATION CRITERIAThe evaluation of transportation alternatives is ultimately based on the goals of theRegional Transportation Plan (RTP). For an alternative to be eligible forrecommendation, it must be consistent with, or avoid inconsistencies with any of thegoals of the RTP. These goals, discussed in the first chapter, are summarized as follows:1. Safety and Security2. Congestion Relief3. Multimodal Accessibility4. System Maintenance5. Environmental Protection6. Community Orientation7. Equitability8.
