Recommendations and Financial <strong>Plan</strong>8.1 INTRODUCTIONThe <strong>Regional</strong> <strong>Transportation</strong> <strong>Plan</strong> (RTP) contains data collection and analysis,discussion about and outreach for the existing <strong>Cape</strong> <strong>Cod</strong> transportation system, relatedissues, and potential solutions. The overarching objective of the RTP is for improvedmobility of both residents and visitors to, from, and within the <strong>Cape</strong> <strong>Cod</strong> region, andconnections beyond the region. While smaller improvements are not specificallyidentified, the RTP goals assist is directing design and implementation.Many sources and outreach efforts over the last several years, along with ongoing datacollection, analysis, and communications have resulted in a list of recommendations forimprovement to <strong>Cape</strong> <strong>Cod</strong>’s regional transportation system.However, planning for improvements is meaningless without considering how potentialsolutions can be financed. The implementation of the proposed projects and programsrecommended from this RTP effort—whether large or small, transit, or roadwayrelated—will need financing to proceed.Under Title 23, federal transportation law, currently an extension of the Safe,Accountable, Flexible, Efficient <strong>Transportation</strong> Equity Act: A Legacy for Users(SAFETEA-LU), a regional transportation plan may only recommend implementation ofprograms and projects where funding "can reasonably be expected to be available" per23 CFR 450.322(b)(11). In other words, just as in a local budget, the plan is notapproved unless the fiscal analysis shows that there is expected to be enough funding toimplement the recommendations. Other proposed projects, programs, and/or studiesmay be included for informational purposes only.Therefore, this chapter presents the RTP recommendations within the financialresources expected to be available for the region.8.2 BACKGROUND / SOURCE OF THE FINANCIAL RESOURCESThe primary source of funding for implementation of the RTP projects and programs isfrom the federal Highway Trust Fund (HTF). Distribution of Highway Trust Fundrevenues are appropriated by Congress for surface transportation purposes through theUnited States Department of <strong>Transportation</strong> (USDOT) Federal Highway Administration(FHWA) and the USDOT Federal Transit Administration (FTA) from federal legislation,with the most recent six-year act entitled the Safe, Accountable, Flexible, Efficient<strong>Transportation</strong> Equity Act: A Legacy for Users (SAFETEA-LU).
