Thecentral finding of the study is that while such a satellite facility would indeed reducedeadheading time for transit vehicles serving the Outer Cape, and potentially yield othermaintenance efficiencies, these savings would be greatly outweighed by the substantialupfront capital costs need for construction of the facility.
