Preliminary Design Concepts – Bicycle connections would largely consist of on-roadimprovements with some off-roadway alignments where needed, based upon the needsand bicycling experience of intended users. A number of unpaved roads within theSeashore could be utilized for connections with very low traffic volumes making bicyclingcomfortable for a variety of users; however hardening would be needed in some locationsto provide an adequate surface, although annual grading would likely provide anacceptable surface on unpaved roads that experience very low vehicle use. Wayfindingsignage should be added consistent with the protocols and designs developed elsewhereon the Cape.Adequate shoulders exist on much of Route 6 in Truro, including the short section that isutilized for the Claire Saltonstall Bikeway (Mass Bike Route 1), but the shoulder with isreduced at the junction with Route 6A northward in North Truro. Though Mass BikeRoute 1 diverts onto Route 6A at this point many bicyclists still use Route 6. Interchangeimprovements such as bike lane pockets and/or signage should be considered alongRoute 6 to mitigate potential for conflicts at these weave movements, including at thislocation which requires north-bound bicyclists to make a left turn at an uncontrolledintersection.Cost Estimate – Shared-use path, unit costs per mile along varying alignments:• Adjacent to roadway with utility relocation – $765,600.00• Along new alignment – $871,200.00• Existing corridor (minor grading/clearing) – $792,000.00• Along abandoned RR bed – $660,000.00On-road improvements, unit costs per mile:• Signing and striping – $10,560.00• Widening to add shoulders/bike lanes – $501,600.00Assumes adding shoulders, striping and signage along both sides of the road.Recommendations for Implementation – Coordination between Truro and theNational Park Service will be needed to identify desired routes and to develop plans forconnecting destinations within the village centers and the National Seashore. AnEnvironmental Screening Form would need to be completed for the elements within theSeashore to determine the level of environmental compliance required. Because huntingis allowed in some parts of the Seashore consideration needs to be given to routing ofbicyclists through those areas. Habitat fragmentation is also of concern to CCNS andneeds to be considered. Coordination with Project 5.3.13 is needed to develop continuitybetween Truro destinations and the linkages that are proposed to provide access withinthe National Seashore and between the existing Seashore trails.Cape Cod Regional Transportation Plan | August 2011Chapter 5: Bike & PedestrianPage 429
