3.3.5 COMMUNITY CHARACTER/SAFETY ISSUESThe following recommendations are intended to preserve community character whileaddressing safety issues. Use alternative guardrail treatments, such as steel Corten or steel backed timber -all on wood posts, where guardrail is necessary. Consider roundabouts as an alternative to signalized intersections. Continue policies that disallow business logo signs on state highways inBarnstable County. Preserve all state owned/town owned land along roads and other transportationrights-of-way, for transportation uses and/or conservation. Prohibit pruning and clearing within state rights-of-way except for safetypurposes, such as making sight distance improvements. Encourage ornamental signal posts and mast arms. Develop design guidelines for <strong>Cape</strong> <strong>Cod</strong> to document preferred treatments indesign concepts and details. Encourage use of simulated brick crosswalks and other contrasting materials inorder to provide drivers with better visual identification. Crosswalks should beconsidered for all projects to accommodate walking as a viable mode of travel. Promote “Share the Road” and other bicycle education programs.3.4 ROADWAY SAFETY AUDITSSince 2007 there have been nine Road Safety Audits (RSAs)completed for locationsthroughout <strong>Cape</strong> <strong>Cod</strong>. The Audit process is overseen by MassDOT and brings togethercommunity officials and others in an intensive review of high-crash locations’operational and geometric deficiencies. Each audit includes a review of traffic and crashinformation, an onsite field review.It is important to note that the RSAs were borne directly from the U.S. DOT &MassDOT’s Highway Safety Improvement Program (HSIP). This program was formallycreated by the federal transportation legislation (SAFETEA-LU) and these efforts areintended to align the use of data to identify the most serious safety deficienciesresponsible for fatal accidents and serious injuries.Chapter 3: Safety <strong>Cape</strong> <strong>Cod</strong> <strong>Regional</strong> <strong>Transportation</strong> <strong>Plan</strong> | August 2011Page 294
