Eligible NewStarts construction program funds for new orextensions to light rail, rapid rail (heavy rail),commuter rail, monorail, busway, and automatedfixed guideway system (such as a ‘‘people mover’’).Capital funding to assist in providing transit servicesfor the elderly and/or disabled populationThe Mobility Assistance Program (MAP)administered by the state provides assistance withcapital needs for services related to elderly and/ordisabled individuals.For the purpose of supporting public transportationin areas with a population of less than 50,000. Maybe used for capital, operating, state and/or projectadministration.Projects must conserve natural, historical, andcultural resources, reduce congestion and pollution,and improve visitor mobility and accessibility.
