The goal of this program is to ensure that the nation’s publictransportation systems:Are prepared for and well-protected against attacks;Respond rapidly and effectively to natural and human-caused threats anddisasters;Appropriately support the needs of emergency management and public safetyagencies; andCan be quickly and efficiently restored to full capability.The “Top 20” are divided into several categories as listed below. The <strong>Cape</strong> <strong>Cod</strong> RTA’sactions are listed in [brackets] for each item.Management and Accountability1. Written security program and emergency management plans are established.[The CCRTA has established its Safety and Security <strong>Plan</strong>, in coordination withexperts and the Barnstable County <strong>Regional</strong> Emergency <strong>Plan</strong>ning Committee.]2. The security and emergency management plans are updated to reflect antiterroristmeasures and any current threat conditions. [Over the past ten (10)years, the CCRTA has implemented and approved security on a number of fronts,including but not limited to secure door access, surveillance cameras, securityguards, and implementing policies and procedures. In addition, the CCRTA ispresently working with Anchor Group to update the security and emergencymanagement plan to reflect current threat conditions.]3. The security and emergency management plans are an integrated systemprogram, including regional coordination with other agencies, security designcriteria in procurements and organizational charts for incident command andmanagement systems. [The CCRTA is an active member and participant of theBarnstable County <strong>Regional</strong> Emergency <strong>Plan</strong>ning Committee, which suppliesemergency transportation services to the region and agencies.]4. The security and emergency management plans are signed, endorsed andapproved by top management. [The security and emergency management plansare signed, endorsed, and approved by the CCRTA Administrator, Thomas S.Cahir.]5. The security and emergency management programs are assigned to a senior levelmanager. [The security and emergency management programs are assigned toPaula George, Deputy Administrator and Matt Kolva, Facilities Project Manager.]6. Security responsibilities are defined and delegated from management through tothe front line employees. [Security responsibilities are defined and delegatedfrom management to the front line employees. Specifically, our managementcompany will ensure that employees will take Terrorist Activity Recognition andReaction courses, as part of their general training.]7.
