Preliminary Design Concepts –The development of a master plan should seek toestablish uniformity in standards and design guidelines, as well as consistency of policiesand approaches to providing bicycle and pedestrian accommodations across <strong>Cape</strong> <strong>Cod</strong>.The plan should ensure continuity both in developing and connecting bicycle andpedestrian networks and in the actual design and construction of facilities, especiallywhen they cross jurisdictional boundaries in order to facilitate mobility and access bybicyclists and pedestrians as well as to provide a consistent level of service.Cost Estimate – Subject to scoping detailsRecommendations for Implementation – Of primary importance is coordinationacross municipalities, including funding requests and applications and regionalprioritizing of projects. Existing plans should be evaluated for shared visions anddesired projects, as well as to establish consistency in facility design especially atjurisdictional boundaries to ensure continuity of infrastructure and accommodationsalong bicycle routes.Project 5.4.4: Development of Trail Access Parking AgreementsProject Description – Develop agreements with schools to use school parking lotsduring off-times for trail parking to in order to alleviate parking demands resulting fromtrail use. With limited parking available and thousands of daily users of trail facilities on<strong>Cape</strong> <strong>Cod</strong> during peak summer season, parking demand can create problems withfinding adequate parking at or near trailheads. The use of public parking infrastructureat schools during non-school hours will mitigate excessive parking demand while alsoutilizing existing parking facilities, thereby eliminating the need to construct additionalcapacity specifically for trail access. Shared parking efforts similar to this haveeliminated added expenses while also increasing the utilization of an existing publicresource.Preliminary Design Concepts – NACost Estimate – NARecommendations for Implementation – A model agreement should be developedthat can be shared among <strong>Cape</strong> <strong>Cod</strong> localities. Standard signage and policies should bedeveloped to ease implementation and retain uniformity at multiple locations. Localpolitical issues will need to be addressed, however this approach provides an opportunityfor facility sharing which increases the utilization of existing infrastructure whilereducing the need for construction of additional parking facilities, many of which will beunutilized much of the year.
