4.3.6 In<strong>for</strong>mation systems planning at the<br />

end of the 20th century<br />

By the mid-1990s, it was reasonably well established that some<br />

sort of <strong>for</strong>malized SISP was an appropriate undertaking <strong>for</strong><br />

most <strong>organizations</strong>. SISP was to be closely allied to the<br />

organization’s <strong>business</strong> planning activity, the accepted wisdom<br />

at that time suggesting that SISP should only be attempted once<br />

a <strong>business</strong> strategy has been developed and articulated, and<br />

hence an understanding reached of the direction the organization<br />

was planning to follow <strong>for</strong> the next few years, its goals,<br />

objectives, core <strong>business</strong> processes and its change agenda, <strong>for</strong><br />

example.<br />

With this <strong>business</strong> strategy established and a shared understanding<br />

reached amongst executives, an IS plan could be<br />

developed, determining the in<strong>for</strong>mation and in<strong>for</strong>mation systems<br />

needed to support the <strong>business</strong> strategy, and thus guiding<br />

investment decisions into the future. Once an IS plan was<br />

defined, an organization’s technology requirements could be<br />

articulated, such that the technological infrastructure and<br />

hardware would be made available to support and enable the<br />

provision of relevant in<strong>for</strong>mation and in<strong>for</strong>mation systems. An<br />

iterative and generative process was envisaged, recognizing a<br />

general trend of establishing a <strong>business</strong> strategy, then an IS<br />
