Veterans 205
Among other privileges of veterans they have special rights even when
they have committed an offence, in that they are distinguished from
other people in respect of the punishments they suffer. For a veteran is
not sent to the wild beasts nor beaten with rods.
(Ulpian (3rd C.AD), Book III Opinions)
The immunity bestowed on soldiers who have been honourably
discharged is also valid in those communities in which they reside, and
it is not undermined if any of them voluntarily undertakes a public
office or duty. It is right that they should all pay taxes and normal
charges relating to inherited property.
(Marcianus (3rd C.AD), Book II Rules)
The same distinction is extended to veterans and the children of veterans
as to town councillors, and therefore they are not to be condemned to
the mines or to public works or to the beasts, and are not to be beaten
with rods.
(Ulpian, Book IV On the Duties of a Proconsul)
It was laid down in a rescript to Julius Sossianus, veteran soldier, that
veterans are not exempt from contributing to the cost of repairing roads.
Furthermore, it is clear that veterans are not exempt from taxes levied
on their property. In addition, it was laid down in a rescript to Aelius
Firmus and Antonius Clarus, veterans, that their ships can be
requisitioned.
(Paul (3rd C.AD), Book on Judicial Enquiries)
The divine Great Antoninus with his father stated in a rescript that
veterans are exempt from the charges associated with the building of
ships. Moreover, they have exemption from the collection of taxes,
that is, they may not be appointed as tax collectors. But veterans who
have allowed themselves to be elected as members of local government,
must perform their obligations.
