Figure 2-2 is an overview of the steps involved in sampling, inspecting,<br />

regulating, <strong>and</strong> clearing both commercial <strong>and</strong> noncommercial consignments of<br />

fresh fruits <strong>and</strong> vegetables. Details of each step follow the overview.<br />

Step 1: Determine the Category of the Consignment<br />

After collecting <strong>and</strong> reviewing the documents accompanying the consignment,<br />

determine if the consignment fits in a category that requires special attention,<br />

such as a precleared consignment, one that has been cold treated, international<br />

mail, U.S. returned, transiting the United States or in noncommercial quantities<br />

of specific origin produce. Because you may need to follow special procedures<br />

for processing consignments, use Table 2-2 to determine the category of the<br />

consignment <strong>and</strong> what to do or where to go next.<br />
