Step 1: Determine the Category of the Consignment
After collecting and reviewing the documents accompanying the consignment,
determine if the consignment fits in a category that requires special attention,
such as a precleared consignment, one that has been cold treated, international
mail, U.S. returned, transiting the United States or in noncommercial quantities
of specific origin produce. Because you may need to follow special procedures
for processing consignments, use Table 2-2 to determine the category of the
consignment and what to do or where to go next.
