Background<br />

These commercial consignments of avocados originate from an Avocado Export<br />

Program that operates according to established program guidelines <strong>and</strong> agreements<br />

between USDA APHIS <strong>and</strong> the National Plant Protection Organization of Mexico.<br />

Consignments may enter at the l<strong>and</strong> border in sealed containers containing boxes or<br />

bins of fruit. They may also arrive in ocean containers in bins or pallets or as<br />

noncontainerized loose bulk cargo.<br />

These consignments must be accompanied by both an APHIS import permit <strong>and</strong> a<br />

Mexican <strong>Phytosanitary</strong> Certificate. Electronic certificates are acceptable. The<br />

certificate must have the Additional Declaration that: "The avocados in this<br />

consignment meet the requirement of 7CFR 319.56-30."<br />

Individual boxes or shipping bins must be clearly marked with the identity of the<br />

grower, packing house, <strong>and</strong> exporter, <strong>and</strong> covered with pestproof packaging.<br />

Inspection at L<strong>and</strong> Border Ports<br />

The truck or container must arrive with a seal. If the seal is broken or missing but there<br />

has been no tampering of the cargo, continue with the sampling.<br />

<strong>Import</strong>ant<br />

Avocados are admissible into Puerto Rico, but are prohibited into any other<br />

U.S. Territory.<br />

If there is evidence of major tampering of the cargo (the load is in disarray <strong>and</strong><br />

it’s integrity is questionable), PROHIBIT ENTRY. Follow local port procedure<br />

to contact the appropriate district, region, or headquarters CBP Agriculture<br />

Specialist (AS). The CBP AS will contact USDA-APHIS International Services.<br />

Samples for cutting will be placed on the tailgate of the truck. SELECT <strong>and</strong> CUT 30<br />

avocados. If the avocados originated from multiple packing houses, they will be<br />

represented in the sample.<br />
