1 Must be accompanied by a phytosanitary certificate issued by the Panamanian department of agriculture stating that the<br />

consignment has been inspected <strong>and</strong> found practically free of pests.<br />

2 Inspect plantains, cooking bananas, <strong>and</strong> bananas which differ from the usual bananas of commerce for internal feeders (fruit<br />

flies).<br />

3 Ivy gourd (Coccinia gr<strong>and</strong>is) is PROHIBITED ENTRY into Hawaii.<br />

4 Commercial consignments of false cori<strong>and</strong>er are admissible into the continental United States only <strong>and</strong> must be accompanied<br />

by a phytosanitary certificate issued by the Panama department of agriculture stating that "The fruit has been inspected <strong>and</strong><br />

is free from Nysius simulans."<br />

5 If treatment has not been completed before entry, HOLD the consignment <strong>and</strong> CONTACT PPQ through proper channels. The<br />

fruits or vegetables may arrive in the U.S. only:<br />

At ports located north of 39 o latitude <strong>and</strong> east of 104 o longitude<br />

At ports that have approved cold treatment facilities (refer to the PPQ Treatment <strong>Manual</strong> for a list of current approved cold<br />

treatment facilities<br />

6 May only come from the provinces of Coclé, Herrera, <strong>and</strong> Los Santos; Districts of Aleanje, David, <strong>and</strong> Dolega in the Province<br />

of Chiriquí; <strong>and</strong> all areas in the Province of Panama that are west of the Panama Canal. Must be accompanied by a<br />

phytosanitary certificate declaring that “The papayas in this consignment were grown, packed, <strong>and</strong> shipped in accordance with<br />

the provisions of 7CFR 319.56.”<br />

7 Papayas <strong>and</strong> pineapples are PROHIBITED ENTRY into Hawaii.<br />

8 Must be accompanied by a phytosanitary certificate issued by the Panamanian department of agriculture stating that (1) the<br />

fruit is free from Coccus moestus, C. viridis, Dysmicoccus neobrevipes, Planococcus lilacinus, P. minor, <strong>and</strong> Psedococcus<br />

l<strong>and</strong>oi; <strong>and</strong> (2) all damaged fruit was removed from the consignment prior to export under the supervision of the Panamanian<br />

department of agriculture. Shipping boxes must be labeled “Not for distribution in HI, PR, USVI, <strong>and</strong> Guam.”<br />

10 If Cydia fabivora, Epinotia aporema, or Maruca testulalis is found, see the special procedures for taking regulatory action on<br />

Beans Infested with Cydia fabivora, Epinotia aporema, <strong>and</strong> Maruca testulalis.<br />

11 Consignments of green, pink, or red tomatoes require an import permit <strong>and</strong> port of entry inspection. Consignments must be<br />

accompanied by a <strong>Phytosanitary</strong> Certificate (PC) with an Additional Declaration (AD) stating EITHER of the following:<br />

"Tomato fruit in this consignment originate from a pest-free area that meets the requirements of 7CFR 319.56-5, <strong>and</strong> are free<br />

of Tuta absoluta."<br />

OR<br />

"Tomato fruit in this consignment have been produced in accordance with an APHIS approved systems approach, <strong>and</strong> have<br />

been visually inspected <strong>and</strong> are free of Tuta absoluta." (See Federal Order #DA-2010-15.)<br />

REFER to FAVIR for the "Inspection Aid for Tuta absoluta".<br />

Consignments of pink or red tomatoes must ALSO meet the following conditions for fruit flies:<br />

Must be accompanied by a phytosanitary certificate issued by the Panamanian department of agriculture stating that “These<br />

tomatoes were grown in an approved production site <strong>and</strong> the consignment has been inspected <strong>and</strong> found free of the pests listed<br />

in the requirements.”<br />

Must arrive at the U.S. port of entry in insect-proof cartons or cartons covered with an insect-proof tarpaulin.<br />

The shipping boxes must be labeled with the identity of the production site.<br />

12 Because treatment is required, HOLD consignment <strong>and</strong> CONTACT PPQ through proper channels.<br />
