authorization for fruits <strong>and</strong> vegetables arriving in the United States without a<br />

specific written permit for Plant <strong>and</strong> Plant Products, provided it meets all other<br />

import requirements <strong>and</strong> special conditions.<br />

For consignments that have an import permit, follow the instructions on the<br />

permit. Refer to http://www.aphis.usda.gov/plant_health/permits/<br />

plantproducts.shtml for information on processing import permits.<br />

Step 6: Verify Consignment <strong>and</strong> Determine Its Condition<br />

Check the fruits <strong>and</strong> vegetables being imported against the accompanying<br />

paperwork to verify that the commodities <strong>and</strong> the paperwork match. If you<br />

discover that unauthorized commodities are mixed with admissible fruits or<br />

vegetables, then segregate all the containers with cartons or bags of<br />

unauthorized commodities. Use Table 2-5 to identify the action to take on<br />

commingled consignments.<br />

1 Most fleshy fruits are fruit fly hosts. Examples of fruits that are not hosts to fruit flies include<br />

commercial bananas, dates, lemons of commerce, litchis, pineapples, pomegranates, <strong>and</strong> sour<br />

limes.<br />

Determine the condition of the consignment at the same time you verify its<br />

contents. If the consignment is rotten, decayed, or so badly damaged that your<br />

inspection would not be reliable for determining pest presence, then<br />

PROHIBIT ENTRY.<br />

Step 7: Select the Sample<br />

Determining the presence of plant pests or contaminants in a commercial<br />

consignment is based on inspection of a sample. The size <strong>and</strong> method of<br />

selecting the sample are important in ensuring that it is representative of the<br />
