<strong>Phytosanitary</strong> Certificates<br />

<strong>Phytosanitary</strong> certificates are documents issued by an official of an exporting<br />

country, or country of re-export, attesting to freedom from pests <strong>and</strong><br />

admissibility into the destination country for specific plants or plant products.<br />

<strong>Phytosanitary</strong> certificates can be valid <strong>and</strong> accurate, yet still be insufficient to<br />

meet conditions of entry. Therefore, even when plants or plant products are<br />

accompanied by a phytosanitary certificate, PPQ <strong>and</strong> CBP regulatory officials<br />

inspect the importations to confirm admissibility.<br />

In general, PPQ <strong>and</strong> CBP regulatory officials use phytosanitary certificates to<br />

perform the following tasks at the port of entry:<br />

Identify type of plants or plant products<br />

Identify area where plants or plant products were grown<br />

Determine if the plants or plant products were treated in country of<br />

origin <strong>and</strong> if so, identify the treatment<br />

Determine if quarantine requirements are met (growing season,<br />

preclearance)<br />

Confirm that plants or plant products meet specific certification<br />

requirements<br />

Determine how much of the consignmentt to inspect<br />
