1 <strong>Fruits</strong> <strong>and</strong> vegetables may be inadmissible for the following reasons: 1) No one has ever<br />

applied for a permit to import the product into the United States; 2) PPQ has not evaluated the<br />

pest risk of importing the fruit or vegetable from that country; 3) PPQ has studied the risk but<br />

cannot issue a permit because no treatment exists that eliminates the pest risk; 4) The<br />

President or Congress embargoes trade with specified countries; or 5) Government agencies<br />

other than PPQ have prohibited or restricted the entry of a fruit or vegetable.<br />

Step 5: Check for <strong>Import</strong> Permit Requirements<br />

Except where noted in the Reference, all consignments of admissible fresh<br />

fruits <strong>and</strong> vegetables require an import permit. However, lack of an import<br />

permit is not grounds to prohibit entry to an admissible consignment.<br />

If the importer lacks an import permit when one is required, HOLD the<br />

consignment <strong>and</strong> refer to Consignments of <strong>Fruits</strong> <strong>and</strong> <strong>Vegetables</strong> Arriving<br />
