1 Fruits and vegetables may be inadmissible for the following reasons: 1) No one has ever
applied for a permit to import the product into the United States; 2) PPQ has not evaluated the
pest risk of importing the fruit or vegetable from that country; 3) PPQ has studied the risk but
cannot issue a permit because no treatment exists that eliminates the pest risk; 4) The
President or Congress embargoes trade with specified countries; or 5) Government agencies
other than PPQ have prohibited or restricted the entry of a fruit or vegetable.
Step 5: Check for Import Permit Requirements
Except where noted in the Reference, all consignments of admissible fresh
fruits and vegetables require an import permit. However, lack of an import
permit is not grounds to prohibit entry to an admissible consignment.
If the importer lacks an import permit when one is required, HOLD the
consignment and refer to Consignments of Fruits and Vegetables Arriving
Without a Permit for further information. CBP-AS may issue oral
