8 Require phytosanitary certification bearing the additional declaration: “The fruit has been inspected <strong>and</strong> found free from<br />

Ceratitis capitata, Prietocella barbara, <strong>and</strong> Cochlicella acuta.” Moreover, the “Name of Produce <strong>and</strong> Quantity Declared” block<br />

of the <strong>Phytosanitary</strong> Certificate must show the Verna variety. The Verna lemons must be from one of the following NPPO<br />

approved orchards:<br />

Frutas Caminito Sociedad Cooperativa Valenciana<br />

Frutas Selectas Murcianas, S.A.<br />

Consignments may or may not be precleared. If they are precleared, the consignment must be accompanied by a PPQ Form<br />

203 signed by the APHIS Inspector on site in Spain to validate foreign site preclearance. Consignments which are not<br />

precleared may only enter at ports where treatment requirements can be met. See Footnote 3.<br />

Refer to Directions for Inspecting Cold Treated Citrus from Spain, except Spanish Clementines (Tangerines).<br />

9 For ethrogs, see the special procedures for Ethrogs from Medfly Infested Countries Entering NA <strong>and</strong> NP Ports.<br />

10 Peppers are admissible from Almeria <strong>and</strong> Alicante Provinces only. Peppers must arrive at the U.S. port of entry in insect proof<br />

cartons or cartons covered with an insect proof tarpaulin. Require phytosanitary certification bearing the additional declaration:<br />

“These peppers were grown in registered greenhouses in Alicante or Almeria Province in Spain.” Peppers may be shipped<br />

only from December 1 through April 30.<br />

11 Consignments of tomatoes from Spain require an import permit <strong>and</strong> port of entry inspection.<br />

Pink <strong>and</strong> red consignments must be accompanied by a <strong>Phytosanitary</strong> Certificate (PC) with an Additional Declaration (AD)<br />

stating:<br />

“These tomatoes were grown in registered greenhouses in Almeria Province, the Murcia Province, or the municipalities of Albuñol<br />

<strong>and</strong> Carchuna in the Granada Province in Spain.”<br />

Pink, red, <strong>and</strong> green consignments must be accompanied with another AD stating<br />

"Tomato fruit in this consignment originate from a pest-free area that meets the requirements of 7CFR 319.56-5, <strong>and</strong> are free of Tuta<br />

absoluta."<br />

OR<br />

"Tomato fruit in this consignment have been produced in accordance with an APHIS approved systems approach, <strong>and</strong> have been<br />

visually inspected <strong>and</strong> are free of Tuta absoluta." (See Federal Order #DA-2010-15,)<br />

REFER to FAVIR for the "Inspection Aid for Tuta absoluta".<br />

Pink <strong>and</strong> red tomatoes must arrive at the U.S. port of entry in insect proof cartons or cartons covered with an insect proof<br />

tarpaulin.<br />

Pink <strong>and</strong> red tomatoes are admissible only from December 1 through April 30. Any tomatoes shipped outside the growing<br />

season are to be REFUSED ENTRY.<br />

12 Inspect plantains, cooking bananas, <strong>and</strong> bananas which differ from the usual bananas of commerce for internal feeders (fruit<br />

flies).<br />

13 Consignments of green tomatoes require an import permit <strong>and</strong> port of entry inspection. Consignments must be accompanied<br />

by a <strong>Phytosanitary</strong> Certificate (PC) with an Additional Declaration (AD) stating EITHER of the following:<br />

"Tomato fruit in this consignment originate from a pest-free area that meets the requirements of 7CFR 319.56-5, <strong>and</strong> are free of Tuta<br />

absoluta."<br />

OR<br />

"Tomato fruit in this consignment have been produced in accordance with an APHIS approved systems approach, <strong>and</strong> have been<br />

visually inspected <strong>and</strong> are free of Tuta absoluta." (See Federal Order #DA-2010-15,)<br />
