American control, it seemed <strong>the</strong> realistic choice. After Yeosock<br />
passed on his suggestions, he ordered LTG Gary Luck and XVIII<br />
Corps <strong>to</strong> prepare <strong>the</strong> airfield for <strong>the</strong> ceremony. Later that night<br />
Luck <strong>to</strong>ld him that Jalibah was not <strong>the</strong> site <strong>to</strong> use. It had been <strong>the</strong><br />
target of a violent attack by <strong>the</strong> 2<strong>4th</strong> Infantry Division on <strong>the</strong><br />
morn<strong>in</strong>g of February 27. 14 Unexploded munitions and damaged<br />
vehicles were everywhere and it could not be cleaned up <strong>in</strong> time<br />
for <strong>the</strong> proposed meet<strong>in</strong>g. Yeosock now had <strong>to</strong> call General<br />
Schwarzkopf and tell him <strong>to</strong> change his plans. 15<br />
Schwarzkopf had already sent a message describ<strong>in</strong>g his<br />
concept for <strong>the</strong> negotiations <strong>to</strong> General Powell, and now he had<br />
<strong>to</strong> call his message back and change <strong>the</strong> site of <strong>the</strong> talks. Look<strong>in</strong>g<br />
at his map, he selected <strong>the</strong> airfield at <strong>Safwan</strong> as <strong>the</strong> alternate<br />
site and redrafted his message <strong>to</strong> <strong>the</strong> Jo<strong>in</strong>t Chiefs of Staff. 16 <strong>The</strong><br />
airfield was six kilometers west of <strong>the</strong> <strong>in</strong>tersection near <strong>the</strong> village<br />
of <strong>Safwan</strong>. However, Schwarzkopf had never ordered anyone<br />
<strong>to</strong> seize <strong>the</strong> airfield, although now it appeared as an objective<br />
that should have been taken. Nei<strong>the</strong>r Schwarzkopf nor<br />
Yeosock called Franks ahead of time <strong>to</strong> ask him for his assessment<br />
of <strong>the</strong> location.<br />
After <strong>the</strong> fact, later that night, BG Steve Arnold, <strong>the</strong> Third<br />
Army G3, asked COL Cherrie, <strong>the</strong> VII Corps G3, about us<strong>in</strong>g<br />
<strong>Safwan</strong> for <strong>the</strong> negotiations. It was <strong>the</strong> first time <strong>the</strong> corps G3<br />
had heard of <strong>the</strong> airfield at <strong>Safwan</strong> and he could not understand<br />
why Schwarzkopf had chosen that location. Cherrie <strong>to</strong>ld<br />
him that it was on <strong>the</strong> o<strong>the</strong>r side of <strong>the</strong> demarcation l<strong>in</strong>e <strong>in</strong> enemy<br />
terri<strong>to</strong>ry. 17 Around 0130 hours Yeosock called Franks directly<br />
and asked him about <strong>the</strong> status of <strong>the</strong> <strong>Safwan</strong> airfield and<br />
<strong>to</strong>ld him about <strong>the</strong> upcom<strong>in</strong>g conference. 18 A few m<strong>in</strong>utes later<br />
one of Cherrie’s staff officers called <strong>the</strong> <strong>1st</strong> Infantry Division’s<br />
Ma<strong>in</strong> Command Post. For almost ten m<strong>in</strong>utes <strong>the</strong> division’s<br />
duty officer confirmed <strong>to</strong> several corps staff officers that no one<br />
<strong>in</strong> <strong>the</strong> <strong>1st</strong> Infantry Division was near <strong>Safwan</strong> and that unit locations<br />
had not changed s<strong>in</strong>ce <strong>the</strong> report he had rendered at 1900<br />
hours <strong>the</strong> previous even<strong>in</strong>g. 19 F<strong>in</strong>ally, an agitated Franks had<br />
enough and grabbed <strong>the</strong> telephone from his staff officer. “Do<br />
you know who this is?” He shouted at <strong>the</strong> stunned divisional<br />
staff officer. “Get Rhame on <strong>the</strong> phone now!” Quickly, <strong>the</strong> duty
