204 <strong>The</strong> <strong>Road</strong> <strong>to</strong> <strong>Safwan</strong><br />

<strong>The</strong> context of this entire time period, <strong>in</strong> addition <strong>to</strong> <strong>the</strong> beh<strong>in</strong>d-<strong>the</strong>-scenes<br />

peace negotiations, was <strong>the</strong> Shi’a upris<strong>in</strong>g <strong>in</strong><br />

sou<strong>the</strong>rn Iraq. Although many of <strong>the</strong> details rema<strong>in</strong> obscure, it<br />

began at <strong>the</strong> end of February, as a protest by regular army soldiers<br />

southwest of Al Basra. Apparently, <strong>the</strong>y believed Saddam<br />

Husse<strong>in</strong> and his Republican Guards had abandoned <strong>the</strong>m dur<strong>in</strong>g<br />

<strong>the</strong> retreat from Kuwait. This protest <strong>the</strong>n sparked a spontaneous,<br />

leaderless demonstration of Shi’a Iraqis frustrated<br />

with <strong>the</strong> regime. Mobs broke open <strong>the</strong> jails and went on a<br />

kill<strong>in</strong>g rampage aga<strong>in</strong>st all symbols of <strong>the</strong> Iraqi government,<br />

and soon cities such as Al Zubayr, An Nasiriyah, As Samawah,<br />

An Najaf, and Karbella were all <strong>in</strong>volved <strong>in</strong> heavy fight<strong>in</strong>g. 4<br />

<strong>The</strong> rebellion began <strong>to</strong> fall apart almost immediately. Shi’a<br />

radicals <strong>to</strong>ok over its leadership and began circulat<strong>in</strong>g pho<strong>to</strong>graphs<br />

of Iran’s Aya<strong>to</strong>llah Khome<strong>in</strong>i. Consequently, moderates,<br />

<strong>the</strong> army, nationalists, and o<strong>the</strong>rs who could have been <strong>in</strong>strumental<br />

<strong>in</strong> break<strong>in</strong>g with <strong>the</strong> Baghdad government deserted <strong>the</strong><br />

dissidents’ cause. While <strong>the</strong> revolt caught Husse<strong>in</strong>’s government<br />

off-guard, <strong>the</strong> regime soon recovered. It reconstituted <strong>the</strong><br />

army, especially <strong>the</strong> survivors of Republican Guard units, and<br />

began a brutal program <strong>to</strong> destroy all <strong>in</strong>volved. Often, <strong>the</strong>se<br />

forces conducted operations <strong>in</strong> full view of coalition troops, just<br />

across <strong>the</strong> military demarcation l<strong>in</strong>e. American soldiers watched<br />

as Iraqi tank and helicopter units attacked Shi’a strongholds, <strong>in</strong><br />

some cases us<strong>in</strong>g <strong>the</strong> chemical weapons <strong>the</strong>y never employed<br />

aga<strong>in</strong>st <strong>the</strong> coalition forces. 5<br />

President George H. W. Bush had decided not <strong>to</strong> participate<br />

<strong>in</strong> this fight, and prohibited United States military units from<br />

<strong>in</strong>terven<strong>in</strong>g. Emotionally, American officers would have relished<br />

<strong>the</strong> chance <strong>to</strong> <strong>in</strong>flict punishment on Husse<strong>in</strong>’s v<strong>in</strong>dictive<br />

troops. However, any overt action could f<strong>in</strong>d <strong>the</strong> U.S. Army engaged<br />

<strong>in</strong> a civil war whose length, cost, and outcome was uncerta<strong>in</strong>.<br />

<strong>The</strong> United States would have gone <strong>in</strong><strong>to</strong> Iraq alone<br />

s<strong>in</strong>ce most of <strong>the</strong> coalition would not have followed. Iran might<br />

have <strong>in</strong>tervened on one side or ano<strong>the</strong>r, fur<strong>the</strong>r complicat<strong>in</strong>g<br />

<strong>the</strong> situation. It was a road down which <strong>the</strong> United States government<br />

did not wish <strong>to</strong> travel <strong>in</strong> <strong>1991</strong>. <strong>The</strong> events follow<strong>in</strong>g <strong>the</strong><br />

defeat of <strong>the</strong> Iraqi Army <strong>in</strong> 2003 have confirmed <strong>the</strong> logic of that<br />

hesitation, as <strong>the</strong> sh<strong>in</strong>e of that vic<strong>to</strong>ry wore off as American and
