difficulties, particularly so as the Jews in the General Government<br />

could use their own vehicles and public roads.”<br />

After having alluded to the situation <strong>of</strong> the Jews in France, he concluded:<br />

“Furthermore, I suggest approaching the Reichsmarschall<br />

[Göring] in this matter since he is, at the moment, receptive to the<br />

Jewish problem; as his present disposition and his experience indicate,<br />

he can certainly be expected to become a strong supporter for<br />

the implementation <strong>of</strong> the idea expounded above.”<br />

A plan for the removal <strong>of</strong> the Jews into the East had been considered<br />

earlier on several occasions. On 2 April 1941, i.e. before the beginning<br />

<strong>of</strong> the Russian campaign, Reichsminister Rosenberg had envisioned “to<br />

make extensive use <strong>of</strong> Muscovite Russia as an area for undesirable elements<br />

<strong>of</strong> the population.” 591<br />

On 17 July 1941, Governor General Frank noted in his <strong>of</strong>ficial journal:<br />

592 “The Governor General does not favor any further ghettos because<br />

the Führer expressly declared on 19 June that the Jews will<br />

soon be removed from the General Government with the latter becoming,<br />

as it were, a mere transit camp.”<br />

On 20 August 1941, Goebbels, noted in his diary after a visit to the<br />

Führer HQ: 593<br />

“Furthermore, the Führer promised me that I could remove the<br />

Jews from Berlin immediately after the termination <strong>of</strong> the eastern<br />

campaign.”<br />

On 24 September 1941, the day after a conversation with Heydrich<br />

at the Führer HQ, Goebbels noted in his diary, that the Jews in the East<br />

“would all be deported to the camps […] set up by the Bolsheviks.” 594<br />

On the same day he wrote that the Führer’s opinion was for the Jews<br />

to be pushed out <strong>of</strong> Germany step by step and wished: 594<br />

“Berlin will be first in line, and I am hopeful that we will succeed<br />

in moving a significant portion <strong>of</strong> the Berlin Jews to the East within<br />

this year.”<br />

On 28 September, Himmler transmitted to Arthur Greiser, Gauleiter<br />

<strong>of</strong> the Wartheland district, Hitler’s order for the rapid deportation to the<br />
