This creates obvious and serious problems, especially as far as the<br />

choice <strong>of</strong> the “weapon <strong>of</strong> the crime” is concerned, which mainstream<br />

<strong>Holocaust</strong> historiography has never been able to solve. We will return<br />

to this question in section 8.5. below.<br />

8.3.2. Construction <strong>of</strong> the Camps<br />

Schelvis tells us that the construction <strong>of</strong> the Beec camp began on<br />

1 st November 1941 “under the leadership <strong>of</strong> the central construction<br />

agency at Zamo” and “under the supervision <strong>of</strong> Richard Thomalla.” 741<br />

Blatt speaks <strong>of</strong> “engineers from the SS Zentralbauleitung (SS Central<br />

Construction Office) in Zamo.” 742 Rückerl affirms that SS-Hauptsturmführer<br />

Thomalla “came from the SS construction <strong>of</strong>fice at<br />

Zamo.” 743 Schelvis adds: 744<br />

“When Beec was almost finished, the Thomalla group, in<br />

March <strong>of</strong> 1942, went to Sobibór to continue the construction work<br />

there.”<br />

In the General Government, construction work and the corresponding<br />

technical, financial, and administrative aspects were handled by<br />

Bauinspektion (construction inspection) der Waffen-SS und Polizei<br />

Reich Generalgouvernement, which ruled over 5 central construction<br />

<strong>of</strong>fices with 9 (local) construction <strong>of</strong>fices. The central <strong>of</strong>fices were located<br />

at Warsaw, Lublin, Lemberg, Debica, and Cracow. 745 This was<br />

the situation on 14 November 1941.<br />

The Bauwirtschaft (construction industry), on the other hand, was<br />

directed by an SS-Wirtschafter (economist) attached to the Höhere SSund<br />

Polizeiführer im Generalgouvernement. Both Bauinspektion as well<br />

as SS-Wirtschafter were at that time attached to Amt II (Bauten) (Dept.<br />

II, constructions) <strong>of</strong> Hauptamt Haushalt und Bauten (Central <strong>of</strong>fice <strong>of</strong><br />

Budget and Constructions), run by SS-Oberführer Hans Kammler.<br />

Thus, if the Beec camp and subsequently the camp at Sobibór were<br />

built by the Bauleitung at Zamo, the construction order came from<br />

Kammler and the construction work was governed by the complicated<br />

bureaucratic procedure applying to all other camps, including the one at<br />
