SANDWELL AND WEST BIRMINGHAM HOSPITALS NHS TRUST<br />

RIGHT CARE RIGHT HERE PROGRAMME: PROGRESS REPORT<br />

FEBRUARY <strong>2010</strong><br />

The Right Care Right Here Programme is the partnership of S&WBH, HoB tPCT, <strong>Sandwell</strong> PCT and<br />

<strong>Birmingham</strong> and <strong>Sandwell</strong> local authorities leading the development of health services within <strong>Sandwell</strong><br />

and <strong>West</strong>ern <strong>Birmingham</strong>. This brief paper provides a progress report for the <strong>Trust</strong> <strong>Board</strong> on the work<br />

of the Programme as at the end of January <strong>2010</strong>.<br />

This report is in three sections:<br />

a) Overview of the work of the Right Care Right Here Programme<br />

b) Programme Director’s report as presented to the Right Care Right Here Partnership and the<br />

<strong>Board</strong>s of <strong>Sandwell</strong> and HoB PCTs (Appendix 1)<br />

c) Right Care Right Here Exemplar Project Performance for April – November <strong>2010</strong> (Appendix 2 –<br />

summary of the performance & Appendix 3 - separate spreadsheet with performance data)<br />

OVERVIEW<br />

This section provides an overview of the work of the Right Care Right Here Programme. This work is<br />

set out in more detail in the Programme Director’s report in Appendix 1. The work of the Right Care<br />

Right Here Programme and involvement of the <strong>Trust</strong> in this is also discussed on a monthly basis at the<br />

Right Care Right Here Implementation <strong>Board</strong> meetings. The most significant issues arising this month<br />

are as follows:<br />

Project Performance – Appendix 3 shows the performance of exemplar projects (first and second<br />

wave) for the period April – November <strong>2010</strong> whilst Appendix 2 provides some more detailed<br />

explanation around the performance.<br />

There are five projects with ‘Green’ status – Rehab Beds - Sheldon, Urgent Care – <strong>Sandwell</strong>,<br />

Respiratory, Dermatology and ENT, Diabetes all of which are exceeding targets.<br />

The following five the projects are rated as ‘Amber’ :<br />

• Urgent Care, HoB: activity 7% below target. The plan is for this service to cease on 31/3/10 and<br />

be re-provided by Assura from Summerfield Health Centre from mid-February <strong>2010</strong>.<br />

• Gynaecology: October and November performance data unavailable.<br />

• Rehab Beds, Rowley: Data for the STAR service is provided on a quarterly basis with the last<br />

set of data showing activity 8% below target. The Step Up bed provision is not being fully<br />

utilized by GPs.<br />

• Musculoskeletal: there are areas of underperformance for Community Orthopaedics and Pain<br />

Management and no primary care data for GP led Rheumatology.<br />

• Respiratory: The Project Lead post has become vacant owing to maternity leave, and whilst<br />

information has been provided by different sources it does not reconcile with the previous<br />

performance reports submitted. Programme working with service leads and the SWBH support<br />

Project Lead to resolve.<br />

Two projects remain rated as ‘Red’:<br />

• Ophthalmology: Year to date performance is 13% below target and no data provided for<br />

November 2009.<br />

• Cardiology: The partial actual activity data to the end of September is below target and the data<br />

submitted from <strong>Sandwell</strong> PCT for October and November needs to be validated. The RCRH<br />

Programme Manager will meet with <strong>Sandwell</strong> PCT Information lead to seek resolution.
