In terms of affordability the following approach has been agreed:<br />

• Use of the World Class Commissioning assumptions on allocations and tariff as issued by<br />

the SHA and Centre for the period ending in 2013/14.<br />

• Remodelling the affordability of the agreed activity from 2014/15 to 2017/18 based on<br />

agreed assumptions to provide two scenarios.<br />

• The <strong>Trust</strong> will review infrastructure cost reductions related to design, to include 24/7 medical<br />

cover and 23 hour surgery<br />

• PCTs will identify within the re-modelled financial projections opportunities to invest in<br />

community services which will require expansion<br />

• PCTs will articulate their proposals to achieve cost reductions in more detail in their World<br />

Class Commissioning submissions<br />

It was further agreed that the Finance Directors will meet to agree the effect of these assumptions and<br />

ensure alignment and consistency within the Long Term Sustainability Models and in anticipation of the<br />

refresh of the New Hospital Outline Business Case. This will constitute the ‘sense check’ that all the<br />

elements work together.<br />

It will be important to discuss with the SHA the acceptability of the assumptions we are making from<br />

2014/15 onwards and the potential for our Local Health Economy to receive more than our fair share<br />

of transition funding to assist in ensuring this major strategic change.<br />

Review of Commissioning Arrangements in <strong>Birmingham</strong> – The three <strong>Birmingham</strong> PCTs have<br />

developed their recommendation to the SHA on the future arrangements. The report was submitted on<br />

4 th January <strong>2010</strong> to the SHA and a response is expected from the SHA in February.<br />

The <strong>Board</strong>s of the three <strong>Birmingham</strong> PCTs have put forward the recommended option of one<br />

commissioning organisation for the NHS in <strong>Birmingham</strong>, on the basis that the detail and evidence is<br />

further developed for this option. In addition they recommended that this option is developed in line with<br />

a proposed set of principles.<br />

The need to ensure continued partnership working with <strong>Sandwell</strong> PCT and the continued viability and<br />

sustainability of the RCRH Partnership is acknowledged although not expressed as a formal principle.<br />

The RCRH Programme is developing a programme of activities to maintain a high profile for the RCRH<br />

Programme in <strong>Birmingham</strong>.<br />

RECOMMENDATIONS<br />

The <strong>Trust</strong> <strong>Board</strong> is recommended to:<br />
