DEVELOPING THE EXECUTIVE TEAM AND OPERATIONAL MANAGEMENT<br />

STRUCTURE<br />

FEBRUARY <strong>2010</strong><br />

INTRODUCTION<br />

The purpose of this paper is to update the <strong>Trust</strong> <strong>Board</strong> on the outcome of discussions on the<br />

future structure of the Executive Team and changes to the <strong>Trust</strong>’s operational and clinical<br />

management structure agreed at <strong>Trust</strong> Management <strong>Board</strong> in December <strong>2010</strong><br />

EXECUTIVE TEAM<br />

Members of the <strong>Board</strong> will recall that during the second half of 2009 it was agreed to<br />

implement the following changes to the Executive Team structure<br />

• create a voting Executive Director post of Director of Workforce, following the retirement<br />

of the previous Director of Workforce, who was a non-voting director<br />

• create a post of Director of Business Development and Planning, reporting to the Director<br />

of Finance and Performance<br />

• disestablish the vacant post of Director of Strategy<br />

In the last quarter of 2009 a recruitment process was undertaken for the new Director of<br />

Workforce post but, despite attracting an apparently strong field, no suitable candidate was<br />

found. It is felt unlikely that re-advertisement of the post would result in a different outcome<br />

in the foreseeable future. An interim Director of Business Development and Planning was<br />

appointed but this assignment finished earlier this month.<br />

In the light of the above developments, and the need to reduce executive costs in line with<br />

the Cost Improvement Programme, a further review has been undertaken and the following<br />

changes have been agreed.<br />

• disestablish the post of Director of Workforce. The Workforce function will now report<br />

through the Chief Nurse.<br />

• create a voting Director of Strategy and Organisational Development post<br />

• disestablish the post of Director of Business Development and Planning. The functions<br />

envisaged for this post will be shared between other members of the Executive Team,<br />

whilst ensuring that there is appropriate co-ordination of this important area of activity.<br />
