The recommended option identifies:<br />

• an initial catchment loss of births from<br />

<strong>Sandwell</strong><br />

• a repatriation of 400 low risk births once the<br />

stand alone birth centre in <strong>Sandwell</strong> is open<br />

and<br />

• over three years a repatriation of 600 local<br />

births in <strong>Birmingham</strong> from other hospitals in<br />

<strong>Birmingham</strong><br />

• Clinical drivers for change<br />

• Changes to clinical practice<br />

• Compliance with national guidance<br />

The recommended option includes the following<br />

workforce impact:<br />

• Workforce implications from the<br />

reconfiguration of high risk births including<br />

change of base site for staff, increase in<br />

consultant labour ward cover to 60 hours a<br />

week, dedicated maternity theatre team at<br />

<strong>Sandwell</strong> will no longer be required,<br />

• Development of a midwifery team with skills<br />

and experience to run a stand alone birth<br />

centre including investment in additional posts<br />

for this team<br />

The pre-consultation engagement work and the<br />

formal public consultation has been undertaken in<br />

line with Section 7 of the Health and Social Care<br />

Act 2001 and Section 242 of the Health Act 2006.<br />

The project management methodology has<br />

followed the Department of Health guidance on<br />

significant service review set out in Changing for<br />

the Better (2008).<br />

The Project Steering Group has followed an Equality<br />

Impact Assessment process. This is summarised within<br />
