Acute Hospital Development Progress Report<br />

1. Compulsory Purchase Order (CPO)<br />

Work continues on the CPO process with the issue of the Statement of Case. The <strong>Trust</strong> is waiting to<br />

be notified of the dates for CPO Inquiry. The team is also pursuing voluntary acquisitions of land.<br />

2. Activity Review<br />

To reflect the change in public sector financial planning assumptions the Right Care, Right Here<br />

(RCRH) Programme review has resulted in some changes to the activity model which informs the<br />

financial and estates modelling for the acute hospital.<br />

A significant exercise has now commenced to ensure that the scheme continues to be affordable<br />

and best value for money for the revised activity planning assumptions.<br />

The <strong>Trust</strong> <strong>Board</strong> will be updated on the progress of this work as it develops.<br />

3. Meeting with the Department of Health<br />

Representatives of the <strong>Trust</strong> have met with the Department of Health (DH) and the Private Finance<br />

Unit (PFU) earlier this month. The aim of this meeting was to agree next steps and a timetable to<br />

initiation of the procurement process.<br />

The meeting was very positive, which reflects the high profile of the New Hospital Development<br />

nationally. Their confidence in us is based on the strong partnership working that continues to be the<br />

central driving principle of the project.<br />

The DH was happy to agree to our aim of achieving approval to initiate the procurement in<br />

December <strong>2010</strong>. This is subject to us achieving the following by this date:<br />

• A clear path to land title<br />

• Approval of an updated Outline Business Case (OBC)<br />

• Approval of our procurement documentation
