and environmental benefits associated with renewables energy and contribute towards the
fight against climate change without diverting public resources away from frontline services.
1.4.6 As well as working with Clackmannanshire Council, Partnerships for Renewables is currently
working with a variety of public sector bodies across the UK including the Forestry
Commission, British Waterways, the Environment Agency, the Ministry of Justice, the Coal
Authority, Oxford City Council, Caerphilly County Borough Council and University of Reading.
1.5 Clackmannanshire Council
1.5.1 Clackmannanshire Council is committed to reducing the emission of greenhouse gases which
contribute to climate change through a range of initiatives such as improved energy efficiency,
the development of a green travel plan and reduction of waste and increased recycling.
1.5.2 In January 2007, the Council signed Scotland's Climate Change Declaration. Through the
Declaration, Clackmannanshire Council has committed to contribute to the delivery of the
Scottish and UK Climate Change Programmes, and produce a Climate Change Action Plan for
Clackmannanshire with clear targets and timescales to reduce greenhouse gas emissions from
the authority's own operations.
1.6 The EIA Project Team
PfR
1.6.1 PfR has managed the development of the project through site selection, feasibility and layout
design.
RPS
1.6.2 The EIA team compiled for this project has extensive experience in both EIA and in the
development of wind farm proposals. The EIA team worked closely with PfR, who also has
extensive experience in wind farm design, construction and operation.
1.6.3 RPS Planning and Development (RPS) has prepared the ES, managed the EIA process and
has undertaken the following technical assessments in the EIA, including:
• Legislative and Policy Context;
• Climate Change and Atmospheric Emissions;
• Traffic, Access and Transport;
• Landscape and Visual;
• Cultural Heritage and Archaeology;
• Ecology and Ornithology;
