<strong>Engineering</strong> <strong>Standards</strong><br />

Equal: Materials, articles or methods that are <strong>of</strong> equal or higher quality than those specified or shown on<br />

the drawings, as determined by the <strong>City</strong>’s sole discretion.<br />

Excavation: Excavation means any activity that removes or otherwise disturbs soil, pavement,<br />

driveways, curbs, or sidewalks in the right-<strong>of</strong>-way or an easement.<br />

100-Year Floodplain: The flood having a one percent (1%) chance <strong>of</strong> being equaled or exceeded in any<br />

given year, based upon a fully developed watershed and the <strong>City</strong>’s criteria to accommodate a 100-year<br />

storm in a Major Creek.<br />

Owner: For the purposes <strong>of</strong> this manual, the term Owner refers to the entity that is financially responsible<br />

for developing and maintaining a particular site or project, either the <strong>City</strong> for public projects or the<br />

developer for private projects.<br />

Plan or Plans: The plans are the drawings or reproductions therefrom made by or approved by the Owner<br />

showing in detail the location, dimension and position <strong>of</strong> the various elements <strong>of</strong> the project, including<br />

such pr<strong>of</strong>iles, typical cross-sections, layout diagrams, working drawings, preliminary drawings and such<br />

supplemental drawings as the Owner’s Engineer may issue to clarify other drawings or for the purpose <strong>of</strong><br />

showing changes in the work hereinafter authorized by the Owner.<br />

Private Facilities or Improvements: Any improvements on private property where a public entity (i.e.<br />

the <strong>City</strong>) is not considered the Owner.<br />

Public Facilities or Improvements: Public facilities and/or improvements include streets (including<br />

streetlights, street signs, signals and pavement markings), storm drainage systems, water lines, sanitary<br />

sewer lines, pedestrian improvements, or other similar improvements constructed within public right-<strong>of</strong>way<br />

or easements. Typically, the <strong>City</strong> maintains public improvements after expiration <strong>of</strong> any applicable<br />

maintenance bonds.<br />

Private Fire Service Main: Pipe and its appurtenances on private property beyond the meter supplying<br />

water for fire protection facilities such as automatic sprinkler systems<br />

Private Water Line: Pipe and its appurtenances beyond the meter supplying potable water on private<br />

property.<br />

Right <strong>of</strong> Way or Public Right <strong>of</strong> Way (ROW): A use <strong>of</strong> land dedicated by plat or metes and bounds to<br />

and for use by the public, which is separate and distinct from the lots and parcel abutting it, and which is<br />

not included within the dimensions or areas <strong>of</strong> such lots or parcels. Generally describes an area used for<br />

the provision <strong>of</strong> streets and utilities. Unless otherwise specified, the term right-<strong>of</strong>-way shall refer to a<br />

public right-<strong>of</strong>-way.<br />

Specifications or Technical Specifications: Document giving a detailed description <strong>of</strong> the quantitative<br />

and qualitative requirements for products, materials, and workmanship<br />

Utility Easement: A water, wastewater, or reuse water easement granted to the <strong>City</strong>.<br />
