E. Cost <strong>of</strong> Median Openings and Turn Lanes<br />

1. Median openings, left-turn lanes, and right-turn lanes constructed for residential streets and/or<br />

subdivision entrances not referenced on the Thoroughfare Plan shall be the responsibility <strong>of</strong><br />

the developer and shall be constructed to <strong>City</strong> (or TxDOT) standards and inspected by the<br />

governing entity.<br />

2. Median openings, left-turn lanes and deceleration lanes for multi-family and non-residential<br />

developments shall be the responsibility <strong>of</strong> the developer and shall be constructed to <strong>City</strong> (or<br />

TxDOT) standards and inspected by the governing entity.<br />

3. If median openings, left-turn lanes, deceleration lanes or right-turn lanes are not constructed<br />

at the time <strong>of</strong> development, the developer shall escrow funds for such future improvements<br />

prior to final acceptance. The escrow amount shall include all costs for engineering,<br />

inspection, and construction.<br />

2.04 Alley Design<br />

A. Alley Intersections<br />

1. Alleys shall not intersect any Type A, B, or C thoroughfare nor any residential collector.<br />

2. Alleys that are parallel to and share a common ROW line with a Type A, B, or C<br />

thoroughfare or a residential collector shall turn away from that thoroughfare not less than<br />

forty feet (40’) or one subdivision lot width (whichever is greater) from the cross street ROW<br />

as shown in Figure 2.18.<br />

3. Alleys shall intersect with a residential street so that the alley ROW line is not less than forty<br />

feet (40’) or one subdivision lot width (whichever is greater) from the ROW <strong>of</strong> the nearest<br />

cross street as shown in Figure 2.18.<br />
