out of order. Aga<strong>in</strong>, the primary reasons for communication failure were lack of<br />

power for communication base stations.<br />

Both the mobile- and the <strong>fi</strong>xed telephone networks suffered from<br />

disturbances; at one po<strong>in</strong>t roughly 300 000 customers were lack<strong>in</strong>g means of<br />

work<strong>in</strong>g telecommunication. Some of the radio communication stations used by<br />

<strong>fi</strong>re services and SOS Alarm were also damaged.<br />

This had the follow<strong>in</strong>g effects on the emergency services:<br />

• Lack of <strong>in</strong>teroperability between rescue units and other actors, such as the<br />

power and telephone -companies.<br />
