GULF OF FINLAND. “NOT A QUESTION OF<br />

IF – BUT WHEN”<br />

4.1 INTRODUCTION<br />

The <strong>Baltic</strong> <strong>Sea</strong> is one of the most important passages for trade and tourism<br />

between the Nordic and <strong>Baltic</strong> countries. It has ga<strong>in</strong>ed <strong>in</strong> importance due to the<br />

enlargement of the European Union and to the boost to Russia’s economic<br />

development. Oil transportation from Russia has <strong>in</strong>creased drastically with the<br />

open<strong>in</strong>g of the new Russian oil term<strong>in</strong>als.<br />

The Gulf of F<strong>in</strong>land, <strong>in</strong> addition to the Danish Straits, forms the narrowest<br />

and shallowest waters <strong>in</strong> the <strong>Baltic</strong> <strong>Sea</strong>. It is one of the most heavily traf<strong>fi</strong>cked sea<br />

areas <strong>in</strong> the world. Accord<strong>in</strong>g to HELCOM (2006a), the Hels<strong>in</strong>ki Commission –<br />

<strong>Baltic</strong> Mar<strong>in</strong>e Environment Protection Commission, over 2,000 passengers or<br />

cargo ships sail the <strong>Baltic</strong> at any time. This <strong>in</strong>creases the area’s risk level.<br />

This case study exam<strong>in</strong>es the situation of the <strong>in</strong>creas<strong>in</strong>g oil transportation <strong>in</strong><br />

the Gulf of F<strong>in</strong>land, and the present sea transport safety solutions for the region.<br />

By study<strong>in</strong>g what is be<strong>in</strong>g done, the aim is to identify the possible safety gaps <strong>in</strong><br />

the maritime transportation and consequently make recommendations on how to<br />

improve the safety situations <strong>in</strong> the form of actual policy proposals.<br />

Methodology and previous research<br />

This study comb<strong>in</strong>es quantitative and qualitative approach. The data used <strong>in</strong> the<br />

maps and illustrations is gathered from exist<strong>in</strong>g research reports, whereas the<br />

qualitative <strong>in</strong>put has been gathered from <strong>in</strong>terviews with experts <strong>in</strong> Estonia,<br />

F<strong>in</strong>land and Russia. In the <strong>in</strong>terviews, the ma<strong>in</strong> po<strong>in</strong>t has been to ask the experts to<br />

discuss and evaluate the level of risk, to consider the importance of<br />

recommendations and guidel<strong>in</strong>es already made, and to reflect on whether they see<br />

their role as be<strong>in</strong>g suf<strong>fi</strong>cient and what they consider to be lack<strong>in</strong>g <strong>in</strong> the safety and<br />

security measures.<br />

There are many studies on the state of the <strong>Baltic</strong> <strong>Sea</strong>. The majority of them<br />

emphasize the environmental protection, especially those made by HELCOM, but<br />

there are plenty of research (reports, recommendations, analyses) <strong>in</strong>to the risks and<br />

threats related to maritime traf<strong>fi</strong>c. This study is less academic and more policyoriented.<br />

Many studies <strong>in</strong>clude recommendations and policy guidel<strong>in</strong>es for the<br />

<strong>Baltic</strong> <strong>Sea</strong> States to use. Some examples <strong>in</strong>clude VTT Technical Research Centre<br />

of F<strong>in</strong>land (e.g., Rytkönen 2006 and 2007, Rytkönen and Semanov Gennady 2005,<br />

Meriturvallisuussem<strong>in</strong>aari 2007, Cleaner <strong>Sea</strong>s 2007), and <strong>Baltic</strong> Master. 107 The<br />
