CRITICAL INFRASTRUCTURE PROTECTION IN THE BALTIC SEA REGION<br />

Oil tanker traf<strong>fi</strong>c among cargo and passenger ships<br />

The EU’s external dependence on energy is <strong>in</strong>creas<strong>in</strong>g and the Russian oil<br />

transported by sea plays ever more important role. Europe represents about a third<br />

of the global market for crude oil. N<strong>in</strong>ety percent of that oil and ref<strong>in</strong>ed products<br />

are transported by sea to and from Europe. The volume of oil transport is<br />

especially heavy <strong>in</strong> the Gulf of F<strong>in</strong>land, because Russia is build<strong>in</strong>g more port<br />

<strong>in</strong>frastructure here.<br />

Many estimates say that the overall traf<strong>fi</strong>c and transportation of potentially<br />

hazardous cargo, especially oil, have more than doubled s<strong>in</strong>ce the late 1990s. This<br />

has <strong>in</strong>creased the volume of traf<strong>fi</strong>c and has made the traf<strong>fi</strong>c routes <strong>in</strong>creas<strong>in</strong>gly<br />

congested, especially dur<strong>in</strong>g w<strong>in</strong>ter. Furthermore, the role of the Gulf of F<strong>in</strong>land<br />

has <strong>in</strong>creased, because Russia wants to transport oil through its own ports, thus<br />

dim<strong>in</strong>ish<strong>in</strong>g the importance of the <strong>Baltic</strong> States as oil transit countries. The<br />

<strong>in</strong>crease <strong>in</strong> the volume of transported oil will most probably also be the trend <strong>in</strong><br />

the future (M<strong>in</strong>istry of Transport and Communications <strong>in</strong> F<strong>in</strong>land 2005), as shown<br />

<strong>in</strong> the <strong>fi</strong>gure below.<br />

There are several oil ports on the shores of the Gulf of F<strong>in</strong>land, <strong>in</strong>clud<strong>in</strong>g<br />

Muuga, Primorsk, Porvoo, Naantali and St Petersburg, which are among the<br />

biggest on the <strong>Baltic</strong> <strong>Sea</strong> (HELCOM 2006b). The turnover of Muuga, Primorsk,<br />

Porvoo and St Petersburg oil term<strong>in</strong>als has grown by over 250% s<strong>in</strong>ce 2000, and<br />

over 400% s<strong>in</strong>ce 1997 (HELCOM 2005). Primorsk has experienced the largest<br />

growth due to the fact that its oil term<strong>in</strong>al, connected to the <strong>Baltic</strong> Pipel<strong>in</strong>e System<br />

(BPS), was opened only late 2001 (Figure 2). Figure 3 shows the amounts of<br />

overall traf<strong>fi</strong>c, i.e. vessels of all types enter<strong>in</strong>g and leav<strong>in</strong>g the largest ports of the<br />

Gulf of F<strong>in</strong>land. It describes well the equation of grow<strong>in</strong>g cargo traf<strong>fi</strong>c comb<strong>in</strong>ed<br />

with the heavy passenger traf<strong>fi</strong>c and oil transportation form<strong>in</strong>g the smallest part.<br />
