CRITICAL INFRASTRUCTURE PROTECTION IN THE BALTIC SEA REGION<br />

In addition to the <strong>in</strong>creas<strong>in</strong>g oil and cargo transportation traf<strong>fi</strong>c, the Gulf of<br />

F<strong>in</strong>land is burdened by heavy passenger traf<strong>fi</strong>c, especially between Hels<strong>in</strong>ki,<br />

F<strong>in</strong>land, and Tall<strong>in</strong>n, Estonia (Figure 4). In 2005, this traf<strong>fi</strong>c comprised 40,000<br />

vessels (HELCOM 2006b), <strong>in</strong>clud<strong>in</strong>g both passenger and freight transport. The<br />

criss-cross<strong>in</strong>g traf<strong>fi</strong>c of oil transports and passenger traf<strong>fi</strong>c <strong>in</strong> the Gulf of F<strong>in</strong>land<br />

constitutes a big challenge for the surround<strong>in</strong>g countries, both <strong>in</strong> the western part<br />

of the Gulf of F<strong>in</strong>land, with traf<strong>fi</strong>c lanes from F<strong>in</strong>land, Estonia and Russia (Figure<br />

5), and <strong>in</strong> the eastern part closer to Russia where traf<strong>fi</strong>c from St. Petersburg /<br />

Primorsk and Vyborg / Vysotsk exits and enters the ma<strong>in</strong> traf<strong>fi</strong>c lane of the gulf<br />

(Figure 6).<br />
