When justify<strong>in</strong>g the further development of safety-enhanc<strong>in</strong>g systems <strong>in</strong> the Gulf<br />

of F<strong>in</strong>land, the F<strong>in</strong>nish authorities referred <strong>fi</strong>rst to the <strong>in</strong>ternal safety assessment<br />

that they had done <strong>in</strong> the area. Accord<strong>in</strong>g to the F<strong>in</strong>nish authorities by us<strong>in</strong>g<br />

rout<strong>in</strong>g systems, risks can be reduced by only 30%, but if report<strong>in</strong>g, surveillance<br />

and traf<strong>fi</strong>c control are carried out, risks can be reduced by 80%. Despite this, the<br />

accident risk <strong>in</strong>duced by human factors will still rema<strong>in</strong> as high as for 20 %. The<br />

ship and its crew are still <strong>in</strong> a central position to avoid risks and accidents <strong>in</strong>duced<br />

by human factors.<br />

The Estonian authorities also said that the AIS and GOFREP systems are the<br />

best th<strong>in</strong>gs that can be done at the moment <strong>in</strong> order to guarantee the safety of oil<br />

transports and mar<strong>in</strong>e safety at large <strong>in</strong> the Gulf of F<strong>in</strong>land. This reveals the<br />

difference between the F<strong>in</strong>nish and the Estonian authorities’ views, s<strong>in</strong>ce the<br />

F<strong>in</strong>nish more categorically view this phase just as a good beg<strong>in</strong>n<strong>in</strong>g on the way<br />

towards a more comprehensive system.<br />

A central shortcom<strong>in</strong>g of the present system, accord<strong>in</strong>g to the F<strong>in</strong>nish<br />

authorities, is that the system has merely an advisory role <strong>in</strong> direct<strong>in</strong>g and<br />

controll<strong>in</strong>g sea traf<strong>fi</strong>c <strong>in</strong> the Gulf of F<strong>in</strong>land. The objective of the F<strong>in</strong>nish mar<strong>in</strong>e<br />

safety authorities is to develop the system <strong>in</strong>to a sea traf<strong>fi</strong>c control system that<br />

resembles the one of air traf<strong>fi</strong>c <strong>in</strong> its legal and functional forms. To back this view,<br />

the Russian authorities emphasized similarly the fact that despite the newly<strong>in</strong>troduced<br />

AIS and GOFREP systems, the risk level <strong>in</strong> the Gulf of F<strong>in</strong>land is<br />

gett<strong>in</strong>g worse.<br />

Estonian, F<strong>in</strong>nish and Russian MAs are try<strong>in</strong>g to put forward, through<br />

national m<strong>in</strong>istries of transport, and eventually the International Maritime<br />

Organization (IMO), a developed version of GOFREP and a common (<strong>in</strong> contrast<br />
